Ms. Nicole Kilgore
Deputy JPEO
Ms. Nicole Kilgore is the Deputy Joint Program Executive Officer (JPEO) for Chemical, Biological, Radiological and Nuclear (CBRN) Defense. She provides management and technical direction to the entire portfolio, the headquarters functions, and the Chief of Staff. Ms. Kilgore leads civilian and military multi-disciplinary teams whose mission is to protect U.S. joint forces and the Nation from CBRN threats by generating and delivering affordable and state-of-the-art capabilities. As an Army acquisition professional and scientist, she brings a unique blend of expertise to the CBRN defense portfolio. Most recently, Ms. Kilgore was the Acting Deputy JPEO for Assisted Acquisition/Medical (COVID-19 Response). In this role, she focused primarily on the Medical and Protection Portfolios and led coordination of the Defense Department’s COVID-19 Joint Assisted Acquisition efforts in support of the Department of Health and Human Services. Ms. Kilgore holds a Bachelor of Science in Biology from Mount Saint Mary’s College, a Master of Science in Biomedical Sciences from Hood College, and a Master of Science in National Resource Strategy from the National Defense University, Eisenhower School. She has also attended the Defense Acquisition University’s Advanced Program Management Course and the Advanced Leadership Course at the Army Management Staff College.

Mr. Gordon Graham
Chief of Staff
Mr. Gordon Graham is the Chief of Staff. In this role, he provides counsel by leveraging his solid background in acquisition, budgets, program management, and directorate staff management. Gordon has capitalized on his expertise working across functional areas to build consensus and ensure that the JPEO-CBRND programs have the resources required to support the delivery of chemical, biological, radiological and nuclear defense capabilities to the warfighter and Nation. His work experience includes 29 years combined acquisition and program management experience between active duty and federal service, with 15 years in direct support of the JPEO-CBRND. Gordon keeps this program up and running by motivating and leading a team of highly skilled professionals.
