Mr. Scott H. Paris was chartered as the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear (CBRN) Protection in July 2014. He is a certified Level III Program Manager with experience in acquisition positions to include chemical, biological, radiological, and nuclear defense and protection, force protection, and emergency management programs. In his role as the Joint Project Manager he has the life cycle responsibility for all programs of record and over 70 programs in sustainment. With over 20 years of Joint and General Staff experience, Mr. Paris has led Joint Service budget builds and the coordination, preparation, and presentation of briefs, written testimony, and formal responses to the Department of Defense, Army, and Congressional leaders.

COL Ryan Eckmeier

JPM CBRN Medical

Colonel Ryan Eckmeier is the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Medical. In this role, he is responsible for Medical Countermeasure development against CBRN threats as well as diagnostic efforts in support of the nation’s chemical and biological defense. Commissioned from Western Illinois University ROTC in 1997 after service as an enlisted Soldier and NCO, he is a graduate of the Army Medical Department Officer Basic and Advanced Courses, the Combined Arms and Services Staff School, the Command and General Staff College, the Program Manager’s Course, and the U.S. Army War College. COL Eckmeier holds a Master of Business Administration and a Master of Arts in Procurement and Acquisition Management from Webster University, a Master of Arts in Applied Economics from the University of Oklahoma, and a masters in Security Studies from the U.S. Army War College. He is a member of the Army Acquisition Corps and DAWIA Level III certified in Program Management and Contracting.

Mr. Christopher R. Seacord is the Joint Project Manager CBRN Sensors. Prior to joining the JPEO-CBRND, Mr. Seacord served as the Product Manager/Director for Medium Caliber Ammunition, Project Manager Maneuver Ammunition Systems, under Program Executive Office Ammunition at Picatinny Arsenal, NJ. Mr. Seacord served over 22 years on Active Duty as an Army Engineer and Acquisition Officer. Mr. Seacord holds a Bachelor of Science degree in Computer and Information Systems Engineering from the University of Florida and a Master of Science in Information Systems Management from Marymount University. He is a member of the U.S. Army Acquisition Corps and is certified Level III in Program Management and Science and Technology Management.

Mr. Michael Poe

JPL CBRN Special Operations Forces (SOF)

Mr. Poe was selected as the Joint Project Lead JPL for CBRN SOF in September 2020. In this position, he serves and the senior civilian leading and directing daily business operations to rapidly acquire and equip the Special Operations and Special Purpose Forces with critical, capability-gap-filling, CBRN defense equipment necessary for mission success. Prior to reporting to the JPEO, Mr. Poe served as the Team Lead for the Mobility Counter Mobility (MCM) Team, Program Manager (PM) Engineering Systems, Portfolio Manager Logistical Combat Element Systems, Marine Corps Systems Command. Mr. Poe served in the United States Marine Corps for over 20 years. Mr. Poe holds an Associate and Bachelor’s Degree in Management from Park University and a Master’s Degree in Management & Leadership from Liberty University. He is Defense Acquisition Workforce Improvement Act Level III certified in Program Management and is a member of the Defense Acquisition Corps.

As the JPL CBRN IM/IT, Mr. White is responsible for developing, delivering, sustaining and modernizing the Joint Warning and Reporting Network, the Joint Effects Model, and Global Biosurveillance Portal programs employed by the Joint Warfighter. Mr. White completed a successful 25 year career as an officer in the United States Navy. Mr. White’s acquisition career began in 2002 at the Space and Naval Warfare Systems Command and continues within the Navy Program Executive Office for Command, Control, Communications, Computers, and Intelligence and Space. He earned a Bachelor of Science in Biology from the University of Delaware and a Master of Science in Information Systems Management from the Naval Postgraduate School.

Mr. Bruce Goodwin

Acting JPL CBRND Enabling Biotechnologies (EB)

Mr. Goodwin is the Acting JPL for the Chemical, Biological, Radiological and Nuclear Defense (CBRND) Enabling Biotechnologies (EB). He started in his current position in April 2020 and he reports directly to the Joint Program Executive Officer for CBRND. As the JPL CBRN EB, Mr. Goodwin is responsible for leading EB’s mission, to provide new and improved medical countermeasures to enable a single treatment for many threats, rapid medical countermeasure responses, genomic sequencing and the capability to diagnose CBRN threats before the onset of symptoms. As well as to modernize the DOD’s approach across the medical countermeasure (MCM) spectrum by building, maturing, and integrating capabilities and infrastructure to support accelerated MCM development, manufacturing, testing, and deployment. Mr. Goodwin earned a Bachelor of Science in Biology from Salisbury University. Mr. Goodwin is Level III certified in Program Management from the Defense Acquisition University.
