Joint Effects Model (JEM) Deployment to the National Guard

By Steven Lusher

The Joint Effects Model (JEM) Program Management Office (PMO) received an Acquisition Decision Memorandum on 28 September 2016 authorizing the full fielding of JEM 2.0 to the National Guard Bureau Weapon of Mass Destruction Civil Support Teams (WMD-CST), Chemical, Biological, Radiological, and Nuclear Defense (CBRNE) Enhanced Response Force Package (CERFP) and Homeland Response Force (HRF).  This decision was predicated upon a successful limited fielding New Equipment Training (NET) events, Life Cycle Sustainment Plan (LCSP), Operational Evaluation Report from the Operational Test Agencies (OTA), and an independent Verification, Validation and Accreditation report.  With this decision JEM 2.0 will be available for use throughout the National Guard CBRN Response Enterprise (NGCRE) and DTRA operational reachback. The JEM PMO will continue to conduct NET within the NGCRE and the final three NET events will be complete by the 3rd quarter in Fiscal Year 2017.
